A. Intelligence Community Outreach Planner
The Intelligence Community Outreach Planner will ensure intelligence architecture issues and intelligence user requirements are integrated into intelligence programs, assist in the planning, guidance, oversight, and support of intelligence programs, architecture, and future activities. Tasks include the establishment, management and coordination of functional working groups to facilitate integration of intelligence requirements, participation in and validation of program field testing, and development of procedures to evaluate and test intelligence programs of interest. B. Intelligence Planner
I3requires the services of an intelligence planner for strategy and plan development. The intelligence planner will develop and maintain intelligence plans required by DoD Directives, regulations, orders or other formal guidance. The planners will establish and maintain direct liaison activities and staff coordination channels with national level intelligence organizations, the military services, combatant commands and civilian contractors. Planners will research, evaluate, and integrate operational and intelligence issues, presenting findings through briefings and written forms of communication. Personnel will be based in Crystal City, VA.
Candidates must have TOP SECRETSCI clearances with the DoD and a current SSBI within the last five years. Personnel are required at a minimum to possess a Bachelors Degree and have at least ten (10) years of experience. It is preferred that personnel posses a Masters Degree.
C. Senior Intelligence Analyst
Senior Intelligence Analyst will mentor and develop junior Intelligence Analysts and interns; manage workload assigned to their respective divisions; provide high-level analysis based on additional experience; update senior government and military personnel on threat as required; and provide briefings to high-level government, military and civilian officials at events, conferences, and meetings on a frequent basis.
Senior Intelligence Analysts are required at a minimum to possess a Bachelors Degree and have at least fifteen (15) years of relevant experience. It is preferred that personnel posses a Masters Degree. Active DOD TS/SCI is required.

This job will centralize the collection, analysis and distribution of operational data for NIB.
Education: Undergraduate degree in business, economics, statistics or operations research. MBA preferred.
Training and Specialized Knowledge

Responsibility and Decision Making Authority
Responsible for managing two subordinate resources associated with the execution of job responsibilities. This position reports to the COO and is the internal expert for demand planning and forecasting within the NIB organization. This position is responsible for making recommendations to the COO for purposes of developing and insuring the integrity of our business plan projections and causal factors associated with both the plan and the results. Additionally, they are responsible for establishing systems and procedures to track actual results with forecasts and subsequently analyzing discrepancies to improve future forecasts. This analysis includes the early identification of associated Agencies, who due to business projections, are “at risk” financially or with excess capacity. All recommendations will be reviewed by senior management prior to execution but recommendations will be generated independently in coordination with the business line leaders, the Agencies and with the management team.
Experience Required
· 10 + years executing the planning, forecasting, review and analysis of business data, sales and operations planning and/or an operations research analysis.
· Strong management, interpersonal, analytical, project management, presentation and verbal and written communication skills
Travel Required: Up to 25% of time.
Specific Duties and Responsibilities
- · Develop and execute a process to forecast in advance of demand for all NIB business lines based on historical data and other environmental information.
- · Identify causal factors associated with the demand plan, and recommend changes to forecasts to improve future accuracy.
· Track and analyze actual data to the plan and identify corrective actions required by major business or product line.
· Assist in developing recommendations for the Annual NIB business plan.
· Develop the Planning and Analysis Team members so that they can accurately generate review and analysis data and maintain data in systems necessary to generate information for senior leadership.
· Provide customized reporting and metrics as required for senior leadership.
· Assist in business case development as required by business line leaders.
· Identify “at risk” agencies based on the forecast and other factors.
· Identify gaps in data collection to further forecast accuracy and improve review and analysis capability within NIB.
· Support short and long term operational/strategic business activities - by developing, enhancing and maintaining operational information and models.
· Develop and implement effective/strategic operations solutions through research and analysis of data and current forecasting/measuring processes.
· Conduct qualitative and quantitative analysis and prepare metrics on assigned business area(s)
· Support the development and review of business unit business plans.
· Provide regular analysis and reports as well as analysis to support specific inquiries.

Operates with minimum direction under the guidance of the Fleet Assistance and Shipboard Training (FAST) Project Manager at Commander Submarine Forces Atlantic, and the Supply Department leadership of NSSC Norfolk. Analyzes financial obligations and compares them with outstanding requisitions to recover over-obligated funds where possible. Reviews supply and financial records, reports, and/or outputs from R-Supply (unit level) for completeness, accuracy, and compliance with applicable guidance, and makes recommendations for corrections. Required Qualifications:

· Bachelor's degree in Business Administration, Management, or related business discipline. Significant "hands-on" experience in a combination of automated supply management may be substituted for a bachelor's degree. Training related to the "degree substitute" provided at Navy schools is considered "hands on" experience.
· In addition to any experience which is substituted for education, must have five to seven years experience in automated supply, logistics, inventory management, financial management and the functionality of automated supply systems; including two years of experience as a senior-level analyst and supervisor.
· A working knowledge of NTCSS Software, AIS processing modules, segments, and management reports sufficient to provide expert assistance and instruction in the functionality of supply AIS is also required.
· Must have familiarity with technical publications to be able to interpret systems procedures and properly instruct user personnel.
· Must have verbal and written communications skills to convey meaningful and accurate information.
