    Battelle Memorial Institute Opportunity, San Diego, CA, Small Arms Range Ops and Facilities Coordinator. 


    We are currently seeking a Small Arms and Weapons Range Operations and Facilities Coordinator in San Diego, CA to support Commander, Navy Installation Command (CNIC) N7 Training and Readiness programs. Compensation will be based on qualifications and experience. Relocation support is not available and a security clearance is required.

    The candidate selected will assist CNIC N74 (Small Arms Range Program Manager/Shore Readiness Integrator) with oversight/management of small arms range training facilities/assets; maintain current database of active small arms/weapons ranges and small arms simulators in 13 Navy regions; maintain/improve force-wide Small Arms Range network that includes Regions, Installations, and other strategic partners; plan/facilitate/execute annual two-day Small Arms Range Working Group; plan/facilitate/execute quarterly Video or Phone Conferences with Regional Range Managers; support efforts to facilitate appropriate and effective use of small arms simulators as Fleet/Shore Force training assets. This will include supporting efforts to improve small arms range scheduling and to improve /automate small arms ammunition accountability/tracking.

    Additionally, the candidate selected will support the Small Arms Range Program Manager as the Joint Basing Action Officer for Navy Installations entering into Joint Basing agreements; be responsible for Small Arms qualifications requirements gathering; developing Shore Infrastructure Requirements for long term planning purposes.

    Travel required (approx 15%).

    Short fused requirement:

    Contractor must have the ability to understand the contact points within the various Air Force echelons and airborne networking special interest communities.  Candidate should possess the depth and breadth of experience to gather information and articulate to senior clients (Flag, SES-level) how Air Force communications interfaces with DoD and COCOM communication architectures and priorities.   Experience with USSTRATCOM (or other COCOMs) is also preferred.

    SOLUTE’s PMW 160 ADNS team is seeking an Information Assurance Analyst to work in San Diego, CA.  This position will provide technical support directly to projects driven by SSC Pacific as well as other customers as needed.  The ideal candidate will be certified as a CISSP (or equivalent), have in-depth knowledge of Navy Certification & Accreditation (C&A) process, and have practical experience with implementing and testing DISA Security Technical Implementation Guidance.

    Scope of Work:

    •        Participate in all phases of a DoD C&A process for system/software developmental programs, to include technical writing and preparing documentation in support of the DIACAP.

    •        Map DISA and NSA IA requirements with DoN CIO Guidance and C&A processes.

    •        Conduct design audits of network, enclave, and application architectures and establish and/or verify the accuracy of life cycle risk assessments based on DoDI 8500.12 controls.

    •        Secure various applications, to include Windows and UNIX-based operating systems, web servers, and database management systems.

    Responsibilities:

    Supervise electronic and mechanical technicians in support of fabrication, assembly, installation, commissioning and operation of target area systems at the Lawrence Livermore National Lab (LLNL) National Ignition Facility (NIF). Lead by example with a hands-on approach in the "safety first" performance of required operations including confined space entry, working at heights requiring fall protection, and working in a clean environment with required clean-room attire. Use common Personal Protective Equipment (PPE) such as a hardhat, safety shoes, and safety glasses for all work at NIF. Assign, schedule, direct work, and provide technical assistance and training to other team members. Coordinate and direct technicians in the assembly, installation, testing, and commissioning of electrical, mechanical, and optical target area systems such as vacuum systems, target positioners, and diagnostics fielded for the collection of experimental data. Assign and schedule work for routine operations and maintenance of commissioned target area systems, and provide shift supervision. Complete routine documentation including safety and work authorization forms, test procedures, checklists, and user manuals. Assure that the appropriate procedures, training, and equipment are provided so that work can be performed safely. During current NIF commissioning phase, conduct Quality Assurance activities that include walk around inspections, drawing reviews, witnessing acceptance tests, source inspections, and working with various contractors through the certification and contract closure process. Support NIF Target Shot Operations and milestone to ignition. Demonstrate Environment, Safety, Health, and Quality (ESH&Q) leadership and consistently enforce ESH&Q policies and procedures. Implement applicable safety requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility. Take immediate action to correct reported or observed unacceptable safety and health conditions and/or behaviors. Assure that appropriate procedures, training, equipment, warnings, and tools are provided to employees to permit work to be performed safely. Promote and actively participate in the National Security Technologies, LLC (NSTec) safety concept. Support and encourage employee participation in NSTec safety initiatives. Perform related work as assigned by supervisor.

    Job Qualifications:

    Bachelor's degree in Engineering Technology or field related to the position, or equivalent training and experience, plus a minimum of eight years' related professional experience.

    •        Knowledge of electrical and mechanical engineering principles, analog and digital design, and vacuum and mechanical technologies.

    •        Extensive job experience in the direction and technical guidance of other technicians.

    •        Familiarity with operational procedures for man-lifts, forklifts, cranes, fall protection  and the lock-out/tag-out process is desirable.

    •        Electro-optics experience is desirable. Ability to read construction and mechanical fabrication and assembly drawings.

    •        Ability to successfully interact with all levels of LLNL management in this highly visible position.

    •        Experience in construction Quality Assurance and/or Contract Acceptance is desirable.
