    Job Description:
    In support of Afloat Training Group, Pacific (ATGPAC), perform as a
    Senior Training Consultant / Analyst at Naval Station San Diego,
    Building 58.
    ?        Perform systems analysis utilizing strong communication,
    data management, and analysis skills to compile, maintain, verify,
    and interpret data, in order to identify potential technical and
    management problems. Perform high level process and costing analysis.
    ?        Recommend improvements in afloat assessment, training, data
    capture, and certification processes through data collection,
    metrics, and trend analysis.
    ?        Liaison with Afloat Training Group (ATG) staff with regard
    to all applications within the ATG TORIS Enterprise and how to apply
    the data.
    ?        Develop solutions to complex training issues that can be
    implemented across the ATG Enterprise.
    ?        Perform administrative and management tasks, including
    creating presentations and well thought out recommendations.
    ?        Draft reports/briefs for higher level review.
    ?        Maintain positive relationships with customers and
    co-workers.
    ?        Other assignments as directed by management.
    Required Skills
    ?        Retired Navy O5/O6 Surface Line Officer with extensive ATG
    experience.
    ?        Knowledge of unit level surface force afloat training
    policies, directives, and processes as stated in the Surface Force
    Training Manual (CNSFINST 3402.1C).
    ?        Detailed knowledge of the ATGPAC mission.
    ?        Prior Navy Experience with strong operational background and
    frequent communications with Senior Officers.
    ?        Possess or be eligible to obtain a Secret security clearance.
    ?        Proficient in understanding and using analysis tools and
    graphics to conduct data analysis, including Lean Six Sigma,
    Statistical Process Control, etc
    ?        Proficient user of the Microsoft Office Software Suite
    (Word, Excel, PowerPoint)
    ?        Excellent communication and interpersonal skills
    ?        Superior writing skills

    3 (PL-3). SPAWAR Pacific (SSC SD) is the technical agent for Mercury.
    Mercury deploys a variety of Commercial Off the Shelf (COTS) and

    Information Assurance (IA) & Computer Network Operations (CNO)
